As of 2022.1, the Reference Group consists of 3 permanent members and 3 members that change every edition. Since the 2021.1 edition, they have an automatic spot in the Grand Final.

The three non-permanent members are the top three of the previous edition.
If either of these countries is already a reference group member, then the next most successful country of the previous edition gets a place in the Grand Final.
